The top level aircraft requirements (TLAR) development is the most critical part for the aircraft development processes. Normally, qualitative or quantitative natural language is used for requirements description. This paper adopts system engineering process, describing the experiences concluded during the requirements capture process. It aims to guarantee the TLAR document is comprehensive, integrated, correct and can be implemented via process control.
